WY Business Council (WBC) Planned for Uranium Conversion Facility Since 2013

Today we found an Aug 11, 2016 WBC Memorandum to the 2016 Minerals Interim Committee that states they have “been looking at opportunities for uranium conversion since 2013”. This Memorandum appears in the Aug 11-12, 2016 Minerals Committee Meeting Materials as Appendix 7.
The WBC also states, “this production would take place in the Powder River Basin, Gas Hills, Shirley Basin, Sheep Mountain. and Green Mountain areas of Wyoming” [basically Fremont County], and that “WBC’s Consultant has met with companies throughout the world promoting Wyoming as the location for a new modern uranium conversion facility“.
QUESTION: Was the WBC directed to travel the world promoting Wyoming as the location for a new modern uranium conversion facility, or did they just cut-loose all on their own??

What makes this information especially interesting is the fact that BWXT just received a $100 Million dollar grant approval from both Governor Gordon and the Wyoming Energy Authority to build a Triso Nuclear Fuel Manufacturing Facility somewhere in Campbell County. If a Uranium Conversion Facility was secretly being planned for Fremont County, the converted product could be shipped in-state directly to the Triso Facility in Campbell County:

Incidentally, the Uranium Energy Corporation (UEC) just recently announced (Sep 2025) they are launching a new subsidiary to pursue the feasibility of developing a new US uranium refining and conversion facility. Wyoming is mentioned in that announcement.
UEC is directly involved in the Johnson County – Irigaray Central Processing Plant Operation – “the Hub to satellite In-Situ Recovery (ISR) projects across the Powder River Basin (“PRB”), with 11 Project areas (Spokes), four of which are fully permitted projects”.

Also, we had mentioned UEC last summer after they had announced a potential agreement with Radiant (now in WY’s rear-view mirror) when they planned to “supply U.S. origin uranium concentrates to Radiant”.
