Canadian Stock Options Merge in WY for Senate President Bo Biteman

Very recently we added the Myriad Uranium Project to our Projects page for Fremont County, and just yesterday (Jan 8) Myriad Uranium Corporation announced they have signed a binding Letter of Intent to merge with Rush Rare Metals Corporation.  Both of these Canadian exploration companies are prospecting for uranium at Copper Mountain in Fremont County.  Within their announcement Myriad states:

…in relation to a proposed merger transaction (the “Merger”) under which Myriad would acquire 100% of the issued and outstanding common shares of Rush (the “Rush Shares”) pursuant to a statutory plan of arrangement (the “Arrangement”).

WY Senate President Bo Biteman (also known as Dennis Biteman) has acquired stock options with both of these uranium companies.  It is unclear if Senator Biteman bought these stock options or if they were gifted to him in some way or form.

It is important to know that when he is not representing his constituents in Senate District 21 (Sheridan), Bo Biteman makes his living as a land manager (landman).  According to filings with the WY Secretary of State, Biteman and Associates, LLC was registered in 2008, and Land Resources USA, LLC was registered in 2015.  Land Resources USA appears to be his current business website.

Also important is the timing in which these stock options were acquired.  The following is a brief timeline of activity by Senator Biteman to put a few more things into context:

2020 Budget Session SF0085/SEA0057 – Uranium Taxation Rates. Sponsor: Senator Boner Co-Sponsor: Senator(s) Bebout, Biteman; Representative(s) Burkhart, MacGuire, Miller.
2022, Sep 20 Rush Rare Metals Corp (Canada) Stock Option Grant: 25,000 to Bo Biteman; 25,000 to Dennis Biteman (Page 2).  David Miller is Board Member and Technical Advisor of Rush Rare Metals (source).
2024, Oct 28 Myriad Uranium Corp (Canada) Stock Option Grant – 75,000 shares to Bo Biteman. (Page 3)
2024, Oct 30 New business filing with WY Secretary of State:
Wyoming Mineral Exploration Corporation
Bo Biteman is recorded as President/Director. Incorporators are listed as: Eli Bebout; Dennis Biteman; David Miller.  Business address: 1959 Sugarland Drive Suite 260, Sheridan, WY 82801. (Same business address as Land Resources USA, LLC.)

The primary concern with these activities is potential conflicts of interest and ethics violations as a law-maker (WY §9-13-103 to 9-13-108).  WY citizens, Biteman constituents (Senate District 21 in Sheridan), and fellow legislators need to be aware of these potential conflicts and be vocal if they see any unethical bill sponsorship by Biteman, or vote activity that Biteman should be recusing himself from.

As pointed out in Uranium Dreams and Property Nightmares – Potential Conflicts of Interest in Wyoming’s Nuclear Push by Dawn Marquardt:

Bo Biteman isn’t just the Senate President—he’s a licensed landman. That means, as part of his job, he has the potential to negotiate mineral leases, often for energy projects. In other words, uranium development isn’t just a policy issue for him. It’s a potential paycheck.

So when he champions new laws that would grease the skids for nuclear waste storage or uranium mine expansions, it’s worth asking:

• Who stands to gain if that legislation passes?

• Is it the public—or the politically connected?

Additionally it is important to point out Senator Biteman’s new business partners with Wyoming Mineral Exploration Corporation are former Fremont County legislators Eli Bebout and David Miller.  Bebout and Miller had been active for at least two decades in attempting to push various nuclear-related agendas legislatively in Wyoming.

Bebout (with a surplus of construction related businesses) is historically known for his role in attempting to make Wyoming a spent nuclear fuel storage site.  Miller, a geologist (with a business background in uranium for at least 40 years) is most known for sponsoring House Bill #HB0074 – Small modular nuclear reactor permitting in 2020.  David Miller is tied to numerous uranium-related companies, most of which are Canadian owned.

As can be seen in our WY Nuclear Bill History list, along with Bebout and Miller, many Fremont County legislators have pushed nuclear agendas for years.  (Run a word search and you will get 28 hits for Fremont County).
