Back in August 2023, when the quasi-governmental entity Wyoming Energy Authority (WEA) was barely one year old, BWXT Advanced Technologies received $9,999,802 in Governor’s Energy Matching Funds (GEMF) for a project entitled: Assessment of Microreactor Deployment, Applications and Development of Nuclear Microreactor Technologies and Knowhow in the State of Wyoming.
WEA recommended this grant and Governor Mark Gordon approved it. (Additionally, on Oct 10, 2025 the WEA recommended a $100,000,000 grant for BWXT.)
Page 3 of the August 2023 $9,999,802 grant specifies two “Collaborators” with BWXT.
The first collaborator is Tata Chemicals in Green River, WY who announced on Sep 28, 2023 they had “signed a cooperation agreement with BWXT Advanced Technologies LLC (BWXT) for a project supported by the Wyoming Energy Authority to assess the viability of deploying small-scale nuclear reactors in the state to provide heat and electricity to industry and to supplement existing power generation resources.”

The second collaborator is L & H Industrial (Gillette) who apparently was hand-picked to be the subcontractor for BWXT. This type of hand-picking of subcontractors being implemented by the State of Wyoming is alarming to see because we have very specific laws on competitive bidding.
(Currently, BWXT activities in Wyoming center primarily in Gillette where there has been a public uproar regarding a Letter of Cooperation and Non Disclosure Agreement signed between the City of Gillette and BWXT.)
The document goes on to say that (#2 collaborator) “L&H will also provide a connection to the Wyoming supply chain through the Wyoming Innovative Entrepreneurs”. What the document doesn’t identify is that the President of L & H Industrial, Michael Wandler, is also the President of Wyoming Innovative Entrepreneurs.
Incidentally, Wandler is also the President of Evercore Energy (2023), who was recently identified for “Potential Partnerships and Collaboration” in the May 21, 2025 Wyoming Business Council Board Meeting Materials (pg 86). Coincidentally, Wandler used to serve on the Board of the Wyoming Business Council (WBC).
Wandler is apparently known in certain power circles as a WY business leader, and his face and name come up in many, many nuclear-related articles as well as WBC videos.
