
From what we have found there are several economic development related entities reported by government officials in Lincoln County Commission meeting minutes. At least three are registered with the WY Secretary of State:

In this summary we will only be covering the first three entities shown in the top (green) row. Lincoln county residents should delve further into the others if they want to expand their knowledge. The three entities in the last row we believe likely do not exist, but were instead erroneously referenced by local officials who probably cannot keep track of the multiple names of ED organizations scattered throughout their county.
There appears what may be a musical-chairs type of activity among the multiple ED entities in Lincoln County (not unlike what we found in Casper/Natrona County). Keep in mind that any of the names in the table above can likely be used on both federal or state applications for grant funding. As shown below some entities have had their non-profit status revoked by the IRS, yet still received funds from Wyoming Business Council – thus IRS standing does not appear to slow ED activities/funding down in Lincoln County.
Because of the Bill Gates Natrium project, we believe Lincoln County most likely will have the largest focus of attention for economic projects and grant money in the entire state of Wyoming. According to the Wyoming Business Council:
Lincoln County is emerging as a center for next-generation energy development, highlighted by TerraPower’s Natrium advanced nuclear project in Kemmerer. This multibillion-dollar investment is creating new opportunities in energy technology, construction, and long-term operations. With abundant resources, available industrial land, and a pro-business climate, this region is positioned for large-scale investment and long-term economic growth.
To partially employ a phrase often used by Governor Gordon, we believe Lincoln County is in the first stages of an “all-of-the-above” economic development free-for-all. Big and medium corporations as well as ED consultants and companies are flocking to this area with dollar signs in their eyes.
South Lincoln County Economic Development Foundation (SLCEDF)
No website can be found – meetings, meeting minutes and financial records are apparently unavailable.
SLCEDF originally filed with the WY Secretary of State on 1/09/2006 by Incorporator Patrick L. Stanton (Diamondville), and has filed annual reports every year with the WY Secretary of State from 2007 to 2025.
According to their 1/9/2006 Articles of Incorporation and By-Laws they are a public benefit corporation:
“organized exclusively for charitable, educational, economic and community development, and scientific purposes, including for such purposes relating to educational, and scientific activities and the making of distributions that qualify as exempt organizations under 501 (c) (3) of the Internal Revenue Code, or the corresponding section of any future federal tax code.”
According to Section 2 and 7 of their By-Laws:
SLCEDF is co-located with South Lincoln County Economic Development Corporation (SLCEDC) at 20 U.S. 30/189, Diamondville, WY 83116, and; SLCEDF has a special relationship with SLCEDC, which “is an organization engaged in a variety of economic development activities designed to fulfill the goals and objectives of that organization and serves the same area served by SLCEDF, which are Lincoln County and the communities generally located in in Southwest Wyoming.”
SLCEDF had their IRS 501 (c)(3) status REVOKED 11/15/2015, EIN 26-2504153. Tax Returns for 2007-2011 – were for $50,000 or less. See more here using EIN 26-2504153.

South Lincoln County Economic Development Corporation (SLCEDC)
Their website is here – there are no public meetings announced; no meeting minutes publicly accessible; no financial documents publicly accessible.
SLCEDC originally filed with the WY Secretary of State on 7/19/2016 with five Incorporators, and has filed annual reports every year from 2017 to 2025. (SLCEDC had also filed in 1996 but became inactive and dissolved in 2014.)
According to their 2016 Articles of Incorporation they are:
“a private non-profit established for the public benefit, to promote and support economic development in South Lincoln County, Wyoming. Our Mission Statement reads. “To promote economic development in South Lincoln County by energizing, existing business growth and by researching, recruiting, and supporting new business and economic prospects”.
Their address is the same as SLCEDF at 20 U.S. 30/189, Diamondville, WY 83116.

Lincoln County BOCC Meeting Notes:
On May 3, 2022 Commissioner King of the Lincoln County Board of County Commissioners (BOCC) announced his interest in the County joining the SLCEDC organization and asked the Deputy County Attorney to review their by-laws.
On June 7, 2022 the Lincoln County BOCC paid $1,000.00 in “commission dues” to “South Lincoln County Economic Development”.
At the Nov 1, 2022 Lincoln County BOCC meeting: 2. Chairman King discussed the MOU for the Committee to Guide Diversification of the Kemmerer Area Economy. It’s an agreement for funding a consultant as a liaison for Economic Development for South Lincoln County with contributions from the County, City of Kemmerer, South Lincoln Economic Development Corporation and possibly the Towns of Diamondville and Cokeville. 3. Kent Connelly asked who this report will report to and Chairman King responded South Lincoln Economic Development.
Around Nov 25, 2022 the SLCEDC announced Stephen P. Allen, a Sweetwater County resident, as being selected to serve as their SLCEDC Liaison. According to the Kemmerer Gazette:
SLCEDC’s purpose is to promote the economic development efforts of South Lincoln County and surrounding areas. The SLCEDC collaborates with Lincoln County, the cities of Cokeville, Opal, Kemmerer, Diamondville, Legislators, Wyoming Business Council, Western Wyoming Community College, University of Wyoming, executive branch agencies, including the Department of Transportation, Department of Workforce Services, the Wyoming Business Council and the Governor’s Office.
At Dec 20, 2022 Lincoln County BOCC meeting – Stephen Allen, Liaison for the South Lincoln County Economic Development Committee, introduced himself and explained his role as a consultant for the next year in bringing stakeholders together and keeping communications open.
On Feb 21, 2023 the SLCEDC announced that their liaison, Stephen P. Allen, MBA, has been selected to represent South Lincoln County by Building Resilient Economies in Coal Communities (BRECC) to participate in the Coal Communities Commitment Coalition through the National Association of Counties (Kemmerer Gazette).
On July 18, 2023 the Lincoln County BOCC paid $1,000.00 in “commission dues” to “South Lincoln County Economic Development”.
From around Dec 6, 2022 to around Aug 15, 2023, DUBUYO Enterprises LLC (Stephen Allen), is paid around $54,660 by the Lincoln County BOCC. The last time Stephen Allen serves as a SLCEDC Liaison during Lincoln County board meeting is Jul 18, 2024.

Note: Stephen Allen was selected by the SLCEDC as their Liaison (Nov 25, 2022 – July ?, 2023) yet his company, DUBUYO LLC, appears was getting paid by Lincoln County taxpayers for basically the same job during the same time period. If Lincoln County was paying DUBUYO consulting fees for SLCEDC to have a seat at their Lincoln County BOCC meetings, then Lincoln County residents deserve an accounting of these financial transactions.

On Aug 1, 2023 Lincoln County Commission Chairman Hansen welcomed Lincoln County’s new Chief of Staff, Stephen Allen. During a SVI interview Allen says his new job is the first Chief of Staff for Lincoln County and the first Chief of Staff for any Wyoming county.
On Oct 3, 2023 Lincoln County issues $1,200.00 payment for a “South Lincoln County EDC; Commission, liaison newspaper ad”
On Jan 2, 2024 Lincoln County BOCC Chairman Connelly referenced a Jan 25, 2024 City/Counting meeting to discuss “what is left of the Lincoln County Economic Development and how to handle the $4000 that is left“.
On Aug 13, 2024 Lincoln County BOCC paid $1,000.00 in “commission dues” to “South Lincoln County Economic Development”.
On Mar 4, 2025: Mr. Allen updated of the following events he recently participated in: … SLCEDC monthly call with UW Economics presentation;… It was also noted that the MOU with SLCEDC for an economic Development Liaison position was still tabled from the 2/18/25 Commission Meeting.
On Apr 1, 2025: Motion #7: Commissioner Shumway moved to remove from table an MOU with the SLCEDC to dedicate a total of $90,000 over 2 years to an Economic Development Liaison position ending 12/31/2027. Motion was adopted.
On Aug 19, 2025: Claimant/Department: South Lincoln County Economic; Commission, MOU withdrawal $12,836.54
On Aug 20, 2025: Muir recommended that the council authorize Mayor Bowen to sign a $38,509.61 memorandum of understanding with the South Lincoln County Development Corporation to contract an economic development liaison.
On Sep 3, 2025: Stephen Allen, Chief of Staff, commented that in order for Criterium to do the services they borrowed the economic development money for, the Improvement and Service District needs to be in place. The hearing was closed at 11:02 am.

Stephen Allen, Chief of Staff’s comments above on Sep 3, 2025 are especially noteworthy because he had a clear Conflict of Interest, as he was one of the applicants for the Improvement and Service District that he was advocating for while acting in his official capacity. Stephen Allen’s registered business, DUBU Enterprises LLC, specifies it is “organized for the purpose of developing a parcel of land in Sweetwater County“. The Sweetwater County land that he hopes to develop via DUBU is the exact land in the (Lincoln Star) Improvement and Service District. This may be a violation of WY Statute 9-13-105, Misuse of office.
Another applicant of the Lincoln Star Improvement and Service District was Lincoln County Treasurer Jerry Greenfield.
Put another way: This was two public employees of Lincoln County working a deal with an economic development partner of Lincoln County.

Lincoln County Economic Development Board (LCEDB)
LCEDB is the only ED entity acknowledged at Lincoln County official government website where LCEDB has its own page. Also, it appears that LCEDB is the only ED entity that Lincoln County has been an officially recognized member of (even though their activity with SLCEDC leads one to believe there may be a partnership of some sort.)
It is not apparent how long the LCEDB has existed. (It is possible that LCEDB shares a joint power with Kemmerer. Note to Lincoln County residents: From our observation with Natrona County EDJPB, any county joint powers boards must file their original agreements and any amendments with the WY Secretary of State – those records can be obtained by public request at their office.)
Former County Commissioner Robert King is listed as the Director of LCEDB.

That’s an 11 member board. Those with asterisks are the only elected officials that we can surmise.
Lincoln County BOCC Meeting Notes:
On June 21, 2022: Lincoln County paid $36,000.00 for “Lincoln County; Economic Development, EDA Match“.
On Feb 18, 2025: Robert King, Economic Development Director, presented his 2024 Lincoln County Economic Development Review. He discussed developing a MOU for a travel and tourism committee with representation from the towns, organizing a mountain biking committee, reported on conferences he attended, discussed housing needs and strategies and gave figures on median house prices throughout the county. He also reviewed a graph of Lodging Tax Collected throughout the County broken down by community.
